General Information

The City of Baldwin Park’s greatest asset is its residents and their neighborhoods. Clean properties lead to higher values, nicer neighborhoods, lower crime rates, and increased community pride and involvement. To protect residents and maintain the community’s beauty, Baldwin Park has a Municipal Code with property standards. Community Enhancement Officers enforce this code by checking compliance, educating the public on city regulations, and working with residents and business owners to address non-compliant properties. 

Those who fail to comply with the City's Municipal Code may be issued Administrative Citations ranging from $100, $200, to $500, per violation.

 Below are a few tips for maintaining safe and attractive neighborhoods. 

Property Maintenance

Maintaining the exterior of all structures on your property is important in order to protect property value. A lack of maintenance in the following areas are detrimental to the community: 

  • Deteriorated fences, gates, and garage doors
  • Broken or missing windows, damaged window screens
  • Weathered or damaged roofs
  • Peeled or cracked paint

Landscaping

Landscaping is an important element of any property and has the potential to positively or negatively impact property values. All property owners are required to provide landscaping and a continuing program of maintenance. Barren areas, dead vegetation, nor weeds constitute acceptable landscaping. All front-yard landscaping must be trimmed regularly so as not to encroach into public right-of-way.

Inoperable Vehicles

Inoperable vehicles are not permitted to be parked on a property within the public view. A vehicle is considered inoperable if it has the following: 

  • Flat or missing tires
  • Dismantled or wrecked
  • Junk piled in, around, or under the vehicle
  • The vehicle has no license plate, or the vehicle has expired registration
  • Accumulation of dirt or dust indicating non-use

Trash

Discards, trash, debris, and junk accumulations must be promptly removed from the exterior of the property. Such items are not only unsightly, but they also attract rodents and become a fire hazard. Broken, inoperable, and abandoned items, appliances and furniture are considered discards.

Trash Containers

Waste containers may be placed at the curb for removal by Waste Management 24 hours before trash collection day. Containers must be removed following collection and stored out of public view.

Bulky Item Pickup

All bulky items or items illegally dumped onto the parkway areas can be discarded FREE of charge by contacting Waste Management at (800) 266-7551. You must contact Waste Management to schedule a FREE pick-up. Please do not place items on the parkway areas until the Thursday before your scheduled Friday pick-up. If someone illegally dumps items onto your parkway areas, please contact Waste Management at (800) 266-7551 to schedule a free pick-up. Failure to contact Waste Management to schedule a free pick-up may result in an administrative citation.

Work Without Permits

A permit is required for any construction work conducted on buildings or structures. Examples of projects that require permits include but are not limited to, work on water and gas pipes, lawn sprinklers, driveways, water heaters, furnaces, framing, modification of windows and doors, re-roofing, porches, additions, and remodeling. Failure to secure a required permit may result in significant penalties, and unauthorized construction could be subject to demolition.
